TyöHäme brings services closer to the customer
With the ongoing TE25 reform, employment services will be transferred from the state to municipalities. Jobseekers are promised rapid service close to the customer. The needs of employers are also heard.
From the beginning of 2025, employment services in Forssa will be provided by the TyöHäme employment area, which includes Hämeenlinna, Hattula and all municipalities in the Forssa region.
After the reform, TE offices will be a thing of the past. The TE office located on the corner of Forssa’s market square will remain where it is and continue to provide employment services.
“In the future, this office will also be home to services provided by Ohjaamo, Kotouttamo and OmaHäme,” says Mira Sillanpää, Employment Director of the City of Hämeenlinna and head of the TyöHäme reform.
The goal of the reform is to bring services closer to the customer. Customers can visit any of the offices found in the employment area. Services will also be made available in municipalities that have no permanent office or service point of their own.
“Our most important job is to get to know our clients, both job seekers and employers. We can do this if we work closely with the municipalities, local educational institutions and businesses.”
Getting the ball rolling right from the start
TyöHäme promises that anyone who is unemployed or looking for work will receive concrete help starting from the very first meeting.
“We will at least update the customer’s CV at the first meeting. We want to get the ball rolling right from the start and take concrete measures to take matters forward”, says Mari Toivonen, Service Manager at the Hämeenlinna Employment Services.
“Because we offer cross-cutting services, we can react to a wide range of needs, such as organizing additional training or tackling problems affecting the customer’s everyday life.”
Sillanpää and Toivonen promise that TyöHäme will take an educational approach to its services, and that there will be enough expertise and people available to guarantee this.
“We will receive about 90 experts from the TE and ELY Centers, as well as from the KEHA services. In addition to these experts, there are also the potential employees working for the municipalities. Cooperating with other actors also helps bring a wide network of experts together.”

Active dialogue is needed in order for TyöHäme to serve companies better than before.
“We want to be agile and flexible in meeting the needs of businesses. But the most important thing is to be aware of and hear what the businesses need,” says Sillanpää.
There are many small businesses in Kanta-Häme with irregular labor needs, or companies that only need the contribution of half an employee.
“Flexibility can mean having one employee work in two companies. Or finding the needed labor from other companies using the ecosystem model.”
“All in all, work is undergoing a major transformation. Employers should also update their notions about work, especially regarding the old model where everyone works from eight to four.”
What will change on January 1st, 2025
- TE Offices will cease to exist.
- Employment services will be provided by TyöHäme.
- The customer system will stay the same, and the change does not require any action from customers of employment services.
- The Forssa office will be located at Hämeentie 7.
- Helping jobseekers find employment as fast as possible is a priority.
- Services are provided close to the customer.
